Frank, 28, is a good hockey player. He signed with the Capitals after he played four years at Western Michigan University. The Capitals needed some speed injected into their lineup, and Frank has some wheels. He is a reliable defensive forward with some scoring touch that fits on the wing in the bottom six. He is signed through 2028 at a team friendly $2 million per season.
